Call to Order: 6:04 PM 

Frank J. Barrett, Jr., Chair, called the meeting to order.

A quorum was met.

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to accept the Agenda as amended. The motion passed unanimously.

STAFF AND PUBLIC COMMENTS

Aloha Foundation Camps

Tad Nunez reported that the Aloha Foundation is holding a Show Weekend on July 21 and 22.

Town Administrator’s Report

Tad Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week of May 7, 2018:

Guardrails on Lake Morey Rd

Cathy McGrath stated that a resident on Lake Morey spoke to her about the danger of a curve on Lake Morey Rd that potentially threatens her residence and if guardrails could be placed on that curve. Tad Nunez stated that he will visit the location. 

FEMA

Tad Nunez stated that he has provided FEMA with follow-up information and all projects are moving along to CRV (Contents Replacement Value) review.

Grants-in-Aid Program (http://anr.vermont.gov/news/2017-municipal-roads-grants-in-aid)

Tad Nunez reported that the Town of Fairlee has received an invitation to participate in the Municipal Roads Grants-in-Aid Program and that Selectboard signatures are required. Tad Nunez stated he will insert this item on next week’s Agenda. 

Weed Harvester

Tad Nunez reported that he has a buyer for the Weed Harvester for the price of $7,750. Tad Nunez stated that the potential buyer has several harvester units and is prepared to immediately send a certified check. Tad Nunez queried if titles were needed for the trailer and boat. Frank J. Barrett, Jr. stated that Vermont is a nontitle state for sale of motorized vehicles over 15 years old.

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to permit Tad Nunez to follow through with the sale of the Weed Harvester and provide the appropriate paperwork. The motion passed unanimously.

Leet Ware Construction

Tad Nunez stated that he extends an invitation to the Selectboard and the Building Committee to review the outstanding Town Hall construction invoices.

Fourth of July Orford-Fairlee Parade

Tad Nunez stated that he attended the parade organizational meeting and that this year’s theme is “Idols on Parade.”

Town Hall Facility Policy

Tad Nunez presented a draft outline of a Town Facility Policy.  Tad Nunez stated that he will insert a discussion of this policy on the meeting Agenda for May 21, 2018.

Fairlee Public Library

Cyrie Lange stated that she represented the Fairlee Public Library Trustees and, at their last meeting, the members reviewed the maintenance needs of the library building.

Peter Berger queried if she had a dollar figure for the projects; for example, projects estimated at under $500 could be approved by the Trustees and projects with larger estimates would be brought before the Selectboard for approval. Cyrie Lange responded that they will move forward with maintenance projects and come to the Selectboard for approval when they are considering renovation projects.

Steering Committee/Municipal Planning Grant

Chris Brimmer stated that Two Rivers–Ottauquechee Regional Commission has a Steering Committee focusing on town budgets and consisting of appointees/volunteers from towns’ boards. Chris Brimmer continued that Mark Bishop volunteered from the Planning Commission and a Budget Committee member and Selectboard member are needed. Frank J. Barrett, Jr. volunteered from the Selectboard.  

Preservation Trust of Vermont (http://ptvermont.org/)

Chris Brimmer stated that Jenna Lapachinski from the Preservation Trust of Vermont notified him that the grant for the foundation survey of the Railroad Station was not approved; however, she will help the Town with grant writing if the Selectboard approves. Peter Berger suggested that Frank J. Barrett, Jr. and Chris Brimmer work with Preservation Trust.

NEW BUSINESS

Fairlee Unified Development Bylaw (FUDB)

Chris Brimmer stated that the Bylaw has been in interim form for 3 years and now a vote is needed. Chris Brimmer noted that the Planning Commission has a warned hearing in June. Chris Brimmer continued that the Selectboard should plan a public hearing and the Town Clerk will put the Bylaw on the ballot for the August vote.

Town Hall Facility Use Policy

Tad Nunez suggested that the Selectboard review the policy and a discussion item will be added to next week’s Agenda.

Trees at 154 Fairview St

Don Reed stated that he wishes to address potential hazards of the five trees on or near his property with two in the Town’s right-of-way. Tad Nunez stated that he will meet with Don Reed, Don Reed’s neighbor Jim O’Donnell, and Mike Wright to examine the site.

Fairlee Newsletter

Cathy McGrath stated that the newsletter will be mailed out by the end of June and she would like input for articles or notices. Cathy McGrath suggested the following topics: Water Tank Update, August vote, Fourth of July Celebration. Town Hall Construction Update, Town Hall Celebration, and the FUDB. Frank J. Barrett, Jr. suggested adding information about the Town working with the Gladstones relating to their solar fields.

OLD/UNFINISHED BUSINESS

Water Tank Roof Relocation

Tad Nunez reported that, in concept, the water tank roof could provide two or three bays to store highway or water department equipment and that the relocation site could be the Transfer Station property. Tad Nunez noted that the relocation and structure construction funding could come from Capital and Highway budgets, and he noted that an estimate bid was $4K.

Fairlee Community Arts (FCA) Updates

Tad Nunez reported that a certificate of insurance requirement be added to the Facility Policy, and that Vermont League of Cities and Towns provides a policy to municipalities called TULIP (https://www.vlct.org/tulip-liability-protection). Smith Reed stated that the FCA and Tad Nunez will continue discussions.

Road Paving

MOTION: Cathy McGrath/Peter Berger moved/seconded the motion to ask the VT AOT to examine, evaluate, and make recommendations regarding the Terry Hill Rd paving project. The motion passed unanimously.

BOARD ORDERS & CORRESPONDENCES

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to accept and sign the 2-year (2018. 2019) Repro Graphics (Winooski, VT) contract to print the Annual Reports. The motion passed unanimously.

MINUTES REVIEW

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to accept the Selectboard Minutes from 5-7-18 and the Selectboard Special Meeting Minutes from 5-10-18 with modifications. The motion passed unanimously.

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to adjourn the meeting. The motion passed unanimously.
