Call to Order: 6:02 PM 

Frank J. Barrett, Jr., Chair, called the meeting to order.

A quorum was met.

Water Tank Project Bid Results

Gary Leach gave an overview of the bid results, reviewing each line item in the one bid received.

The total amount of the bid was $1,226,323.00 and the deduction amount to be included in Change Order #1 is $372,088.00, resulting in a revised cost of $854,235.00, after the Change Order is executed at the contract signing. 

The estimated probable construction cost for the work was revised to $873,500 after design was completed. The total budget including contingency carried for the tank was $949,900.00.

Item No. 2-Tank Decommissioning:  After discussing the scope of this work the Contractor has agreed to remove this item of work. The Town operators will drain the tank and de-chlorinate and drain out the final 1-1/2 feet of water as they did last fall 2017.  Reduction is $81,288.00.

Item No. 4- Water Main and fittings: After reviewing this scope the low bidder has agreed to reduce the amount by $5,000.00 to $46,000.00.

Item No. 6- Retaining Wall: The cost for the work in this bid item is much higher than anticipated and the discussion and agreement was to remove this work and at this time and simply grade and protect the slope between the two tanks.  Temporary concrete “waste blocks” will be installed at the bottom of the slope to assist in slope protection for the tank construction.  This had to be done to allow for the tank construction ahead of the retaining wall.  A different wall configuration will be developed and priced and the intent is to add a wall back into the scope.  The low bidder has agreed to remove the item from the contract.  The intent however is to add back into the project a different wall configuration.   Reduction of $191,000.00 has been agreed upon.

Item No. 7- Tank Mixing System:  The low bidder had costs in this item that were not necessary since the mixer system scope and cost is already included in the scope of the Water Storage Tank-Item N0. 3.  This results in a reduction in price of $94,800.00

Once old tank is removed, borings (geotechnical work) will be necessary to assure the existing foundation is suitable for the new tank.  Gary Leach assured the Town that this additional work is the financial responsibility of the contractor.

Gary Leach indicated he plans to be on site weekly. 

A supervisor from Tata & Howard will be on site daily.

Gary Leach indicated the project will proceed in potential snowy conditions.

It is fully anticipated that no water user will be out if water service during the project.

Bid award, notification of award/proceed and preconstruction meeting set for Thursday, September 13 at 12:30PM at Fairlee Town Hall

MOTION: Peter motioned/Cathy second the acceptance of the recommendation presented by Tata & Howard to accept the bid from N.A. Manosh to construct the project in the amount of $1,226,323.00 and approve the awarding of the project and notice of award of the contract contingent upon approval and award authorization from USDA Rural Development

The motion passed unanimously.
