Monday, April 29, 2019

Call to Order: 6:02 PM 

Peter Berger, Chair, called the meeting to order. A quorum was met.

AGENDA MODIFICATIONS

Josh Hickman added Green Up Day on Saturday, May 4, to the Agenda

MOTION: Josh Hickman/Peter Berger moved/seconded the motion to accept the Agenda as amended. The motion passed unanimously.

STAFF AND PUBLIC COMMENTS

Robert O’Leary addressed the Selectboard to request waiving the rental charges for the use of the Town Hall auditorium. O’Leary is requesting use on May 31 and June 1, 2 to raise money for his disabled daughter in order to obtain and learn to use an adaptive car. The Selectboard will discuss O’Leary’s request to waive the auditorium usage fees.

Town Administrator’s Report

Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning April 22, 2019:

Water Project Updates

Meters. Nunez is working to secure dates of purchase and a schedule to submit to the USDA. Nunez is scheduled to meet with the Water Commissioners and Lisa Hinsley, Treasurer, to review the users’ water meter needs.

Water Mains. Nunez announced that a draft review of the water main plan will be completed this week and that a permit application is in process.

Water Tank. Nunez will follow up on the discussion of the temporary retaining wall.

Lake Morey Road Construction Project

Nunez reported that a preconstruction meeting was held, and a detailed project schedule was created by Northwoods Excavating, which Nunez presented to the Selectboard for review. The contractor will contact immediate landowners, and traffic signs will be posted before the project start.  

Town Hall Auditorium Usage Fee Schedule

Nunez stated that a revised fee schedule needs to be established for vendor applications.

Fairlee Community Arts (FCA)

Nunez reported that the sound system installation invoice has been received and that the FCA is committed to pay the invoice.

Zoning Administrator’s Report (written)

Planning Commission

Brimmer reported that he and the Planning Commission Vice Chair Miranda Clemson will attend the 2019 Downtown and Historic Preservation Conference on June 5 in Montpelier.

Development Review Board

Brimmer reported that the Board heard and approved a house lot subdivision for the Pratts to divide a 3-acre lot surrounding the existing house and outbuildings from the larger 318.8-acre parcel.   

Brimmer attended health officer training.

Brimmer stated that there will be a warned public hearing 19-SUB-03 on May 14 regarding the lot line adjustment between Gray’s field and the Town cemetery.

NEW BUSINESS

Fairlee Library: Exterior Maintenance

Cyrie Lange, Library Trustee, reported that the exterior of the Library needs repair. The Selectboard will get an estimate for the Library exterior repairs (including lead paint mitigation), ask an architect to assess the outbuilding/barn, and include those costs in the next budget.

TRORC: Transportation Advisory Committee

Smith Reed, Advisory Committee representative, presented a brief report of the meetings attended and the topics discussed.

OLD BUSINESS

Better Connections Grant

The Selectboard is moving forward to create a Steering Committee for the Better Connections grant.

Town Survey and Plan: Status Update

Berger noted that in 1990 a survey was done in Fairlee that contains useful data, which can be used in the updated Town Plan. Discussion continued about survey content. Reed stated that there is an upcoming work meeting of the Planning Commission to further develop the survey.

Transfer Station

The Lebanon Solid Waste and Recycling facility can no longer accept construction debris. The Fairlee Transfer Station haulers indicated that they would provide a dumpster on the fourth Saturday of each month to collect construction debris. Nunez announced that he will attend the Central Vermont Solid Waste Management District meeting and pose these questions.

Lake Morey Milfoil Treatment

Berger noted that the VT Department of Health approved ProcellaCOR. Fairlee’s legislators have been involved in moving the project forward. Berger noted that it is time to post and do mailings notifying lake residents of the June 11 chemical treatment of Lake Morey.

Green Up Day

Nunez stated that the discussion of Green Up Day will be tabled until the next meeting.

The board orders and correspondences were presented to the Selectboard for signatures.

MOTION: Peter Berger/Josh Hickman moved/seconded the motion to accept the Minutes from the 4-22-19 meeting as amended. The motion passed unanimously.
