Call to Order: 6:02 PM 

Peter Berger, Chair, called the meeting to order. A quorum was met.

  • Selectboard Members: Peter Berger, Chair; Cathy McGrath, Vice Chair; and Josh Hickman
  • Town Administrator: Tad Nunez

AGENDA MODIFICATIONS

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the Agenda as written. The motion passed unanimously.

STAFF AND PUBLIC COMMENTS

Town Administrator’s Report

Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning August 26, 2019:

Water Tank Project

Nunez will meet with Tata & Howard on September 16 to finalize the change order items.

Nunez met with a Vermont Agency of Natural Resources specialist to assess the stream adjacent to the water tank project. The ANR staff recommended water bars and seeding and mulch application along the stream. 

Town Road Projects

Nunez reported that Mike Wright began the parking access project on Lake Morey Rd. East.

FY2020 Better Connections Grant

Nunez reported that there will be another grant opportunity from Vermont Department of Health for “shovel ready” projects.

I-91 Closure

Nunez reported that the I-91 closure could happen as early as October 7. VTrans plans a public meeting before the project begins and asked if Fairlee would like to host the meeting.

HCT Sun Enterprises

The Town received a notice that HCT Sun acquired the Norwich UU Community Solar company.

Speed Counters on Rt 5

Nunez met with TRORC and Jason Bachus, Chief of Police, to install the speed counters on Rt 5 in the village.

Emergency Services Building

Nunez reported that two bids for the painting/staining of the Emergency Services building have been received.

Central VT Solid Waste Management District

Nunez attended the CVSWM district meeting and the State of Vermont is emphasizing proper disposal of household hazardous waste and is funding grants for waste pickups and hazardous waste stations.

Zoning Administrator’s Report

Listening Sessions: Report

Chris Brimmer and Smith Reed facilitated the Listening Sessions on August 26th and 27th during which the attendees, mainly landowners with property adjacent to the Town Forest, came together to discuss the draft Town map.

Town Hall Windows Update

Brimmer provided a list of costs of replacement of the basement, first floor, and kitchen windows based on report from S. A. Fishburn, Inc. (through a grant from the Preservation Trust of Vermont).

Planning Commission

The Planning Commission has warned its statutory Town Plan hearing for October 10th at 7 PM.

NEW BUSINESS

Vermont League of Cities and Towns: Town Fair

Nunez announced that Fairlee needs to select a voting representative for the October 2nd meeting.

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion appoint Peter Berger as the official representative to the VLCT meeting on Wednesday, October 2nd at the Killington Resort. The motion passed unanimously.

FY2019 Budget Review

Nunez presented a Town budget (General Fund) as of August 2019, which the Selectboard reviewed.

Recreational Council

Matt Jung has resigned from the Rec Council. His legacy on the Rec Council will be difficult to match.

Town-Wide E-mail Addresses/Communication

Cathy McGrath volunteered to produce a list of customer relationships management or CRM databases that are appropriate for municipalities.  

OLD BUSINESS

Better Connections Grant/Rt 5 Corridor Planning Project

Chris Sargent of Dubois & King sent Nunez an agenda for the kick-off meeting of the Steering Committee. The agenda was approved by the Selectboard.

Town Survey Update

McGrath stated that 185 online responses have been received to date, with an additional 29 hard copies. McGrath noted that the results of the survey will be posted in the Town newsletter and online.

 

BOARD ORDERS & CORRESPONDENCES

The board orders and correspondences were presented to the Selectboard for signatures. 

MINUTES REVIEW

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Minutes from the 8-26-19 Selectboard meeting as amended. The motion passed unanimously.
