Call to Order: 6:02 PM 

Peter Berger, Chair, called the meeting to order. A quorum was met.

  • Selectboard Members: Peter Berger, Chair; Cathy McGrath, Vice Chair; and Josh Hickman
  • Zoning Administrator: Chris Brimmer
  • Town Administrator: Tad Nunez
  • Board Clerk: Joanna Bligh
  • Visitors: Clyde Blake, Don Weaver, Kevin Geiger, and Noël Walker
AGENDA MODIFICATIONS

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the Agenda as written. The motion passed unanimously.

STAFF AND PUBLIC COMMENTS

Clyde Blake noted that guests at Lake Morey Resort are complaining about the potholes on Lake Morey Rd. Also, the guests are noting the clarity of the water in Lake Morey. Berger stated that the Town is working to fill the potholes and that the herbicide treatment on June 11 was successful.

Zoning Administrator’s Report

Dollar General Lawnmowing

Brimmer contacted the Environmental Services division of Dollar General requesting a deadline of July 1 for cleanup/mowing of the lawn surrounding the store.

Spring Planning and Zoning Forum

David Fracht, Nancy Anderson, and Brimmer attended the program.

Shoreline Permits

Brimmer had discussions with a number of lakeshore property owners this week regarding expansion of nonconforming dwellings and state shoreline permitting.  

Planning Commission Meeting

Brimmer stated that the June 20 meeting of the Planning Commission was productive with TRORC representatives and Selectboard members present.

NEW BUSINESS

Capital Budget Plan

Kevin Geiger presented a draft document for Selectboard review. Discussion encompassed past and current budgeting practices and proposed capital budget reserve funds, including building and lands, emergency services, highways, Lakes Morey and Fairlee, water systems, and physical Town assets.  The proposed capital budget program will include an Excel spreadsheet projecting the Town’s capital budget 10 years into the future.

Town Administrator’s Report

Tad Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning June 17, 2019:

Water Projects Update

Nunez reported on the updates related to the water storage tank retaining wall, proposed water filtration facility, water meter project, and planned water main project.

State of Vermont

Nunez and Berger attended a Clean Water Division workshop on Thursday, June 20, on setting water rates.

Road Project: Terry Hill Road

Nunez reported that paving of Terry Hill Rd. will be done on July 2.

Recreation Council: Swimming Lessons

Nunez announced that the swimming lessons began this week with a full staff of six employees. Also noted was that the wooden lifeguard chair on the beach has been replaced.

Central Vermont Solid Waste Management District

Nunez reported that the Town received the close-out grant funds for signage and food scrap pick up at the Transfer Station.

OLD BUSINESS

Milfoil Treatment of Lake Morey/Lake Morey Commission

Don Weaver announced that lake treatment has been completed, but he has no results from posttreatment water tests. Weaver proposed that the Lake Morey Commission adopt a Co-Chair (Greg Allen) to help with the next phase of lake sustainability, including testing input streams. Weaver noted that the budget for all aspects of milfoil treatment of Lake Morey equaled the grant amount.

Better Connections Grant

The Selectboard confirmed the completion of the steering committee list, proposed preparations for a meeting, and noted that RFPs are due on June 28.

Tri-Town Committee Meeting

Nunez announced that the Tri-Town Committee will meet on July 2 and Nancy Anderson from Fairlee will attend.

Town Planning Survey Update

The Selectboard discussed additional topics for the upcoming Town Survey.

Community Solar Concept: Update

Nunez stated that the Fairlee Energy Commission will be invited to a Selectboard Meeting for discussion of community solar.

The board orders and correspondences were presented to the Selectboard for signatures. 

MINUTES REVIEW

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Minutes from the 6-17-19 Selectboard meeting as amended. The motion passed unanimously.

MOTION: Josh Hickman/Peter Berger moved/seconded the motion to accept the Minutes from the 6-21-19 SPECIAL Selectboard meeting as amended. The motion passed unanimously.

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to adjourn the meeting. The motion passed unanimously.
