Call to Order: 6:07 PM
Peter Berger, Chair, called the meeting to order. A quorum was met.

STAFF AND PUBLIC COMMENTS
Town Administrator’s Report
Tad Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning October 21, 2019:
Town Hall Elevator
Nunez reported that an inspector will be onsite to inspect the Town Hall elevator. The elevator is in compliance.
Lake Morey East Paving
Nunez reported that paving for Lake Morey East has been postponed until November 2.
Town Hall Auditorium
Nunez reported that the screens and a projector were installed in the Auditorium.
PFAS Water Testing
Nunez announced that the required water testing for PFAS chemicals will be completed the week of November 7.
911 Audit
Nunez reported that a 911 audit was done by Hanover Dispatch.
Local Hazard Mitigation Plan
Nunez reported that the Town has received State of Vermont funding to update the local hazard mitigation plan.
Better Connections Grant
Nunez reported on the activities of the Steering Committee and the work by Chris Sargent of Dubois & King, including preparing a draft engagement strategy, public engagement kick-off meeting plans, and an economic analysis.

NEW BUSINESS
Joint Meeting with the Budget Committee
Nunez announced three upcoming meetings with Town departments, staff, and the Selectboard relating to the FY2019 Town budget and invited the Budget Committee to attend.
Lisa Hinsley presented the current Budget Status Report for the General Fund, which included data showing the percentage of the departments’ budgets spent as of September 30. Discussion ensued.
OLD BUSINESS
Notes from the Capital Budget Plan Workshop
Nunez presented notes from the workshop held on October 24 in which Town staff discussed the capital budget 10-year planning cycle and the spending priorities of the Town.
Zoning Administrator’s Report
Chris Brimmer reported that the Town Plan draft was handed off to the Selectboard subsequent to a Special Planning Commission meeting held on October 22.
The Development Review Board will be meeting on November 12 at 7:00 to review a 3-lot subdivision for Donald and Joyce Newton. The State of Vermont Land Use permit has been approved.

VLCT MAC Training for ordinance enforcement, December 4

OLD BUSINESS, cont.
Town Plan
Berger stated that he will turn over the draft Town Plan to Kevin Geiger, TRORC, for his review when revisions are complete. On the completion of the review, a warning for a public hearing will be issued with the public hearing dated for December 12 and a vote scheduled for January 21, 2020.
Fairlee Newsletter
Cathy McGrath provided a draft of the fall newsletter and requested review and revisions by the Selectboard.
BOARD ORDERS & CORRESPONDENCES
The board orders and correspondences were presented to the Selectboard for signatures.
MINUTES REVIEW
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Minutes from the 10-21-19 Selectboard meeting as amended. The motion passed unanimously.
