Call to Order: 6:00 PM
Peter Berger, Chair, called the meeting to order. A quorum was met.

STAFF AND PUBLIC COMMENTS
Shirley Doyle Godfrey passed away on October 30, 2019, in Lebanon. In the 1990s, Godfrey served as the Town Clerk and Treasurer in Fairlee, and she effectively separated the offices. Godfrey also served as an administrative assistant to the Town officers. Notably, Godfrey was the first female Selectboard member in Fairlee.
Town Administrator’s Report
Tad Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning October 28, 2019:

Town Hall Elevator
Nunez reported that the elevator inspection is complete with a certification in place.
Water Projects Updates
Nunez announced updates on the water projects:
Contract #1, Water treatment facility: All permitting questions from the VT Dept of Environmental Conservation and the USDA have been answered; the Town is waiting for the Permit to Construct
Contract #2, Water meters and a meter reading system: Bid opening occurred on October 30 at the Tata & Howard office; Town officials will review resulting bids
Contract #2A, Water meter installation: Meter installation to begin in the spring of 2020; project specifications have been submitted for USDA review; and RFPs will be sent out next week
Water Line Flushing
Nunez announced that the water lines were flushed last week.
Drone Work to Begin
Nunez announced that the drone work to create a 3-D map the Village will begin on November 12 or 15. A public notice will be posted. The drone flight pattern is to be determined.
Lake Morey East Structures Paving
Nunez reported that paving for Lake Morey East has been completed.
Better Connections Grant
Nunez is closing out on the Better Connections grant first quarterly report.

Zoning Administrator’s Report
Chris Brimmer reported that the Planning Commission will be meeting on Thursday, November 7, to discuss updates to the Unified Development Bylaw.
The Development Review Board will be meeting on November 12 at 7:00 to review a 3-lot subdivision for Donald and Joyce Newton. The State of Vermont Land Use permit has been approved.

NEW BUSINESS
Lake Morey Stream Monitoring Update
Greg Allen and Mark Richardson presented to the Selectboard a group of slides that graphed the chemical makeup of the Lake Morey tributaries from monthly water samples taken since 1984. The chemicals in the streams included various levels of phosphorus, sodium chloride, calcium carbonate, calcium sulfate, iron, magnesium, and manganese. To date, the tributaries are at low levels of any of the tested chemicals.
Budget Review Schedule
Nunez announced three upcoming Selectboard work sessions with Town departments and staff relating to the FY2019 Town budget. The Budget Committee members are invited to attend these work sessions.

Selectboard Annual Report
Nunez announced that December 16 is the deadline for the Selectboard to receive the Town departments’ annual reports.
OLD BUSINESS
Main St. to Morey Project Update / Drone Contract
Nunez reported that the drone project is a contract add-on.
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Drone Add-On Project from Dubois & King (Chris Sargent) for the cost of $2,000. The motion passed unanimously.

Lake Morey Rd. / Upper Valley Land Trust (UVLT) Driveway Access
Nunez stated that he and the Road Foreman were concerned about the slope of the driveway access and the visibility of vehicles approaching from the north on Lake Morey Rd. The discussion concluded with the planning of a site visit to include Nunez, Mike Wright, Ray Clark, Larry Godfrey, and Jason Berard (UVLT).
Review of the DRAFT Capital Budget Plan
Nunez presented an Excel file of the draft Capital Budget with appropriations filled in for the Selectboard to review.
Town Plan
Berger stated that he will turn over the draft Town Plan to Kevin Geiger, TRORC, for his review when revisions are complete. On the completion of the review, a warning for a public hearing will be issued with the public hearing dated for December 12 and a vote scheduled for January 14, 2020.
Fairlee Newsletter
Cathy McGrath provided an updated draft of the fall newsletter and requested review by the Selectboard.
BOARD ORDERS & CORRESPONDENCES
The board orders and correspondences were presented to the Selectboard for review and signatures.
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the Tata & Howard Amendment to the Owner-Engineer Professional Services Agreement, Amendment No. 3, Reallocation of Budgets, Resident Observation to Construction Administration dated April 16, 2018 (Water Storage Tank). The motion passed unanimously.
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the Tata & Howard Amendment to the Owner-Engineer Professional Services Agreement, Amendment No. 4, Bid and Construction Services dated April 16, 2018 (Water Treatment Facility). The motion passed unanimously.
MINUTES REVIEW
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Minutes from the 10-28-19 Selectboard meeting as amended. The motion passed unanimously.
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to adjourn the meeting. The motion passed unanimously.
