Monday, January 7, 2019

Call to Order: 6:02 PM 

Frank J. Barrett, Jr., Chair, called the meeting to order.

A quorum was met.

Selectboard Members: Frank J. Barrett, Jr., Chair; Peter Berger, Vice Chair; and Cathy McGrath.

Town Administrator: Tad Nunez

AGENDA MODIFICATIONS

Tad Nunez added to the Agenda the signing of the Certification of Highway Mileage and the revised Vendor Ordinance document

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to approve the Agenda as amended. The motion passed unanimously.

STAFF AND PUBLIC COMMENTS

Cohase Chamber of Commerce

Nunez reported that the Cohase Chamber of Commerce Annual Dinner is January 22, 2019, in Haverhill, NH.

Town Administrator’s Report

Nunez presented the Town Administrator’s (TA) report highlighting his activities and meetings during the week beginning December 31, 2018:

FEMA

Nunez resubmitted the request for a FEMA extension for the Lake Morey culvert project, which was approved with the condition that the project be completed by July 12, 2019.  

Hazard Mitigation Grant Program

Nunez reported that the application for the Hazard Mitigation Grant Program was submitted, which when accepted makes Fairlee eligible to receive FEMA and Vt State Emergency Relief and Assistance funds.  

Old Water Tank Mediation

Nunez announced that the old water tank mediation is scheduled for Thursday, February 21.

CVSWMD

Nunez reported that the Central Vermont Solid Waste Management District is applying for a USDA rural business development grant and, if awarded, CVSWMD will be implementing in Fairlee and other towns a “hub and spoke” model for extending services to collect hard-to-recycle materials, such as discarded batteries and air conditioners.  

Nunez participated in a special meeting by conference call of the CVSWMD Executive Board to discuss hauler licensing and fees.

Nunez submitted a request to CVSWMD to reimburse the Town for food scrap pick-up in the amount of $402.00, which is part of the FY2019 grant.

Recreation Council Bylaws

Nunez researched the Recreation Council past documents and found bylaws dated in 1947, and the document did not indicate length of terms for Recreation Council members.  

Waste Water Committee

Nunez announced that the Waste Water Committee will hold its first meeting on January 23 at 5:15 PM and will have in attendance Lynette Claudon, Engineering Planning Advance Lead from the State of Vermont Department of Environmental Conservation.

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to RECESS the Selectboard meeting at 6:15 PM to accommodate the Budget Committee Meeting—Review of the FY2019 Proposed Budget. The motion passed unanimously.

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to RECONVENE the Selectboard meeting at 7:37 PM. The motion passed unanimously.

Zoning Administrator’s Report (written)

Planning Commission Updates

Brimmer reported that the mailings and postings have been sent out inviting the Town residents to a public meeting on Thursday, January 17, and that the Planning Commission meeting on Thursday, January 10, will focus on facilitation training for the subsequent public meeting. Selectboard members are recommended to attend.

Preservation Trust of Vermont

Brimmer contacted Jenna Lapachinski of the Preservation Trust of Vermont to discuss obtaining a grant to do a window assessment of the Town Hall. She will visit the Town Hall this week.

NEW BUSINESS

Meeting Agenda on 1-17-19 with Contractor

Nunez stated that the agenda will include only the four change orders. Frank J. Barrett, Jr., stated that at the meeting he will recuse himself as Selectboard Chair and act only as the project architect of record. Nunez will follow up with a meeting agenda.

OLD/UNFINISHED BUSINESS

Water Tank Updates

Nunez reported on the water tank construction project noting that the project was not 100% complete. One item has not been delivered and the Town needs verification of tank decontamination. Nunez will follow up during the project’s monthly update meeting with Gary Leach on Thursday.

Better Connections Grant

McGrath stated that the grant, which is due at the end of January, is almost complete and next steps include review by Town staff.

Vendor Ordinance ─ VLCT Review

Nunez presented the Vendor Ordinance for Selectboard review with suggested revisions by VLCT. Final review, approval, and signing will be completed at the next meeting.   

BOARD ORDERS & CORRESPONDENCES

The board orders and correspondences were presented to the Selectboard for signatures, including the Certification of Highway Mileage ending 2-10-19 from the Vermont Agency of Transportation.   

MINUTES REVIEW

MOTION: Peter Berger/Cathy McGrath moved/seconded the motion to accept the Minutes from the 12-27-18 meeting as amended. The motion passed unanimously.

MOTION: Peter Berger/Frank J. Barrett, Jr., moved/seconded the motion to adjourn the meeting. The motion passed unanimously.

ADJOURN: The meeting was adjourned at 8:35 PM.
