Call to Order: 6:07 PM
Peter Berger, Chair, called the meeting to order. A quorum was met.

- Visitors: Matt Jung, Arlene Guest, Denis Lambert, and Smith Reed
AGENDA MODIFICATIONS
Cathy McGrath asked to move up in the Agenda the FCA sound system discussion currently under New Business
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the Agenda as amended. The motion passed unanimously.
NEW BUSINESS
FCA: Auditorium Sound System Presentation
Matt Jung presented the specifics of the new sound system (Atomic Pro Audio) designated for the Town Hall auditorium, including the placement of the speakers and the components and placement of the equipment cabinet for the control unit. Jung discussed the grant money applied to the costs and the estimates for installation. Jung and Denis Lambert took the Selectboard on a tour of the auditorium identifying placement of the audio system.

STAFF AND PUBLIC COMMENTS
Town Administrator’s Report
Nunez presented the Town Administrator’s (TA) report highlighting his activities and meetings during the week beginning March 18, 2019:
Roads Weight Limit Certificate
Nunez updated and submitted the weight limit certificates to the VT AOT.
Nunez administered eight excess weight permits this week.
Solar Field
Nunez reported that Dorothy Wolfe of Wolfe Energy contacted him about a future site of a solar field.

Capital Budget Plan Project
Nunez reported that he contacted Kevin Geiger about the specific deliverables for the Capital Budget project.
Old Water Tank Mediation
Nunez stated that the mediation settlement was approved by all parties, and he will send out a Press Release this week.
Better Connections Grant Award
A prepared Press Release was sent by the VT AOT announcing the Better Connections grant award recipients to the Journal Opinion and Valley News.
Itinerant Vendor, Peddlers, and Food Ordinance
Nunez announced that the Ordinance went into effect this week as of March 21, 2019.
FCC License
Nunez reported that the Town’s FCC license has expired and that the service is not used.
PACIF Grant Reimbursement
Nunez announced that the traffic signs and cones were purchased using the grant monies and 50% Town input of costs.
Water Users’ Memorandum
Nunez completed the Memo to be inserted into the water bill for Fairlee water users.
Selectboard Workshops
Nunez scheduled the Selectboard work sessions for the third Thursday of each month at 4:00 PM.
Lake Morey Structures Grant Prebid Meeting
Nunez conducted the prebid meeting with two contractors in attendance.
Tata & Howard Progress Meeting
Nunez held a meeting with the engineers from Tata & Howard to discuss the Town’s projects, including water projects and Lake Morey Rd projects. Nunez reported that he signed the substantial completion contract for the new water tank installation.
Nunez reported that the punch list includes, assessment of the provisional retaining wall, clean up, and seeding.

Zoning Administrator’s Report (written)
Town Hall Window Grant (Sincerbeaux Fund Grant)
Brimmer reported that the windows were evaluated on March 19 at 10:00 AM and, by the end of March, Sally Fishburn will have a report regarding the window replacements for the Town Hall.
Vermont Climate Action Communities Program
Brimmer completed the 2019 municipal energy needs and usage survey distributed by VLCT.
First Health Officer
Brimmer stated that a First Health Officer training online webinar will be held on Wednesday, March 20, with an on-site training session to be held on April 25 in Montpelier.
Electric Vehicle Supply Equipment (EVSE) Grant Program
Brimmer noted that the next round for this grant ends April 30.
AARP Challenge Grant
Brimmer examined the grant criteria and considered that a bus shelter might qualify as a shovel-ready project.
Economic Development Forum
Brimmer will be attending the Forum at Burke Mountain on Wednesday, March 27.

Better Connections Grant
McGrath stated that they will begin forming a Steering Committee to include business leaders, agency representatives, Town board members, and members-at-large.

OLD BUSINESS
Zoning Office: Goals and Objectives
McGrath presented a workplan, to-do list, and a timeline.
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the document of goals and objectives created by the Zoning Administrator. The motion passed unanimously
Selectboard Members’ Focus for 2019
Nunez tabled this discussion until the next meeting.
BOARD ORDERS & CORRESPONDENCES
The board orders and correspondences were presented to the Selectboard for signatures.
Liquor Licenses
Nunez presented the liquor license for approval and signing by the Selectboard for Samurai Soul Food.
MINUTES REVIEW
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Minutes from the 3-18-19 meeting as amended. The motion passed unanimously.
EXECUTIVE SESSION
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to move into Executive Session (property) at 8:18 PM. The motion passed unanimously.
The Selectboard came out of Executive Session at 8:36 PM.
Action items:
- Nunez to contact Peter Lange and Chaz Hinsley
- Nunez to discuss Lange property assessment with Noël Walker
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to adjourn the meeting. The motion passed unanimously.
