Call to Order: 6:04 PM 

Peter Berger, Chair, called the meeting to order. A quorum was met.

AGENDA MODIFICATIONS

Cathy McGrath added under New Business a discussion related to posting information about the Lake Morey Rd project on the LMPA website   

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the Agenda as amended. The motion passed unanimously.

NEW BUSINESS

Fairlee Community Arts

Denis Lambert, representing FCA, presented to the Selectboard issues relating to FCA events held at the Town Hall auditorium. Lambert requested that the bathrooms in the Town Hall be designated unisex to accommodate the many women vs. men who attend FCA events. Lambert noted that the sound system that is being used for events is being operated by untrained individuals, and the FCA would like to 1) use only trained people at events and 2) create a fund for replacement/repair of sound system equipment.

Staff and Public CommentsZoning Administrator’s Report

Listening Sessions
Chris Brimmer met with Smith Reed to finalize the letters to landowners who own property adjacent to the Town Forest to invite them to Listening Sessions (August 26 and 27) to discuss the new Town map.

Brimmer noted that a local business owner is interested in the idea of mountain bike trails on his land.

Brimmer stated that AppleGreen, the owner of the 7-11 store on Rt 5, has plans to repair and repave its parking area this fall.

OLD BUSINESS

Town Plan: Policy Discussion
Brimmer and Reed presented an overview of the recent revisions the Planning Commission has completed on the Town Plan and its plans for a Public Hearing to be scheduled on September 30.

Town Administrator’s Report

Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning August 19, 2019:

Water Projects

Nunez met with the Assistant Treasurer to sort the Tata & Howard contracts and invoices related to the Town’s water projects.

Better Roads Grant

Nunez reported that he began the process of closing out the Better Roads Hydro-Connected grant.

Nunez worked with the State of Vermont FEMA representative on the Hylander project.  

Town Road Projects

Nunez reported that Mike Wright will complete two culvert projects (Lake Morey East and Mill Pond Rd), as well as pothole filling work. Berger noted that Maurice Roberts Rd has potholes to fill.

Nunez reported that there were two washouts on Terry Hill Rd last week, and he will meet with a representative from the State Agency of Natural Resources to assess the damage.

Nunez met with Mike Wright and TRORC to review the year-3 Grant-In-Aid project, and Nunez confirmed that ditching along Maurice Roberts Rd will be targeted.

Vermont Agency of Transportation

The VT AOT will be completing ledge work on I-91 and asked to park their job trailer at the Fairlee Town Beach.

Emergency Services Building

Requests for bids for the painting/staining of the Emergency Services building have gone out.

There will be no Selectboard Meeting on Labor Day, Monday, September 2, 2019.

NEW BUSINESS, cont.  

Preparation for the FY2020 Budget

Nunez announced that he will report on the FY2019 budget during the Selectboard meetings of September 9th and 14th. Nunez presented a calendar with deadlines for department heads to submit their budgets, including the date of December 10 to send their annual reports to the auditors.  

Lake Morey Protective Association

Cathy McGrath is preparing an informational notice from the Selectboard to post on the LMPA website describing the Lake Morey roadway projects.

Better Connections Grant

The Selectboard reviewed the contract from DuBois & King (Randolph, Vt) and approved the revisions.
MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve and sign the DuBois & King Better Connections contract dated 8-26-19. The motion passed unanimously.BOARD ORDERS & CORRESPONDENCES

The board orders and correspondences were presented to the Selectboard for signatures. 

MINUTES REVIEW

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Minutes from the 8-19-19 Selectboard meeting as amended. The motion passed unanimously.
