Call to Order: 6:29 PM 

Cathy McGrath, Vice Chair, called the meeting to order. A quorum was met.

AGENDA MODIFICATIONS

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Agenda as written. The motion passed unanimously.

STAFF AND PUBLIC COMMENTS

Peter Berger Received the Volunteer of the Year Award from TRORC

Nunez requested RSVPs for the Award Dinner that will be held at TRORC, Woodstock, VT, on Wednesday, June 26, at 5:30 PM.

Aloha Foundation Camp Dates

Nunez reported that the culvert work on Rt 244, which involves closing the road, will be delayed one week due to increased traffic related to Parents’ Weekend at the Aloha Foundation camps.

Town Administrator’s Report

Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning May 20, 2019:

Class 2 Highway Grant

Nunez reported that consent is needed from the Selectboard for the Class 2 grant agreement for the award funding of $175,000.

FY2020 Better Roads Grant

Nunez reported that the Town received the Better Roads Grant funding that supplements FEMA funding for the Hylander culvert project.

4th of July Parade

Nunez contact the VT Rail AOT and was assured that the RR crossing at Bridge St will not have rail traffic during parade time.

Better Connections Grant

Nunez stated that he completed the RFP scope of work to secure a consultant for the Better Connections and Clean Water grant project.

Transfer Station Customer Appreciation Day

Quinttown haulers conducted a Customer Appreciation Day on Saturday, May 25, at the Transfer Station.

Terry Hill Road Project

Nunez reported that work began on the Terry Hill Rd project with ditching by Mike Wright. The progress of the project is posted on the Town’s website.

Water Tank Update

Nunez reported that work at the Water Tank will begin on June 17 to relocate a portion of the retaining wall, recondition the road, install a water bar, and other site clean-up projects.  

Lake Morey Road East Construction Project

Nunez reported that the road project is suspended until fall 2019 because the final coat of asphalt could not be applied with the amount of surface water at the site. Updates of the construction project will be posted on the Town’s website. 

Capital Budget Plan/TRORC Public Meeting

Nunez reported that Kevin Geiger from TRORC will attend the June 24 Selectboard/Public meeting with details of the Capital Budget plan for the Town.

CPR Course

Nunez reported that many Town staff participated in the all-day CPR Course on May 29.

Zoning Administrator’s Report

Town Survey

Chris Brimmer provided an updated draft of the Town Survey for the Selectboard’s review.

Fairlee Town Hall Window Assessment Report

Brimmer provided the report on the Town Hall Window Assessment by Sally Fishburn of Fishburn Inc.

Historic Preservation Conference

Brimmer and Miranda Clemson will be attending the conference on Wednesday, June 5.

Planning Commission

Brimmer reported that the Planning Commission will be meeting on Thursday, June 6, and suggested that Selectboard members attend.

NEW BUSINESS

 

Newmont Farm Expansion

Nunez announced that Newmont Farm is requesting a Public Meeting to notify the Town of the building of a new barn and storage areas on their property. Noël Walker stated that zoning permits have been obtained through the Zoning Administrator. The Public Hearing is scheduled for Friday, June 7, at 9 AM.

OLD BUSINESS

Better Connections Grant

The Selectboard confirmed the completion of the steering committee list.  

Town Planning Survey Update

The Selectboard discussed the Survey as drafted and will attend the Planning Commission’s meeting to discuss with the PC members.

The board orders and correspondences were presented to the Selectboard for signatures.

MOTION: Josh Hickman/Cathy McGrath moved/seconded the motion to accept the Minutes from the 5-20-19 meeting as amended. The motion passed unanimously.
