Call to Order: 6:17 PM
Peter Berger, Chair, called the meeting to order. A quorum was met.

AGENDA MODIFICATIONS
None.
STAFF AND PUBLIC COMMENTS
Selectboard Public Hearing: Town Plan
Georgette Wolf-Ludwig offered a schedule for the Selectboard to review related to the Selectboard’s public hearing and warning date and the Town residents’ vote on the Town Plan. The members decided to confirm the schedule after the Planning Commission’s Public Hearing on October 10.
Town Administrator’s Report
Nunez presented the Town Administrator’s report highlighting his activities and meetings during the weeks beginning September 2 and September 9, 2019:
Recreation Council
Nunez reported that at present there are three openings on the Recreation Council.
Rt 5 Corridor Steering Committee/Better Connections Grant
Nunez announced that the next meeting of the Steering Committee is October 1 and that notes from the kick-off meeting will be coming from Chris Sargent.
Nonprofits Appropriation Letters
Nunez noted that the appropriation letters were sent to the nonprofit agencies that the Town supports and requests for funding are due October 25.
Painting: Fire Station
Nunez reported that painting of the Fire Station was awarded to Green Mountain Painting, Inc. They will power wash the siding, do light carpentry as needed, and stain the exterior.
Town Roadway Projects
Nunez secured a road salt contract for the winter season of 2019 through 2020.
Crack sealing of the Town roads is scheduled for Friday, 9-20, or Monday 9-23. Road surfaces to be treated are: School St, Brennan Rd, Club House Rd, and a portion of Maurice Roberts Rd.
Two Rivers Ottauquechee Regional Commission (TRORC) provided to the Selectboard the Culvert Inventory Report.
Cliff Site Work on I-91
Nunez reported that there will be a VTrans public meeting on Monday, September 23, at the Fairlee Town Hall related to the I-91 closure and redirection of traffic through Fairlee.

Zoning Administrator’s Report
Dollar Store
Chris Brimmer reported that he emailed the Dollar General Environmental Services office (Goodlettsville, TN) and will be issuing a Notice of Violation to the Dollar Store in Fairlee if the company does not have its lawn mowed by September 19.
Planning Commission
The Planning Commission will be holding its public hearing for discussion of the Town Plan on October 10 at 7 PM.

NEW BUSINESS
Historic Preservation Grant Application Review
The members review the grant application, and Nunez noted that the application has a September 30 deadline.
Review of YTD Capital Budget
Nunez presented the Town capital budget as of August 2019, which the Selectboard reviewed.
OLD BUSINESS
Town Plan Public Hearing
The members continued the discussion from an earlier meeting about setting a date for the Selectboard’s Public Hearing for discussion of the Town Plan.
Town Survey Update
McGrath presented preliminary results from the Survey with final results to be reported in the Town newsletter and posted online.
BOARD ORDERS & CORRESPONDENCES
The board orders and correspondences were presented to the Selectboard for signatures.
Nunez presented to the Selectboard the draft document of the W. Fairlee Hazard Mitigation Plan, which was mailed from TRORC requesting comments
Nunez received an announcement from Little Rivers Health Care of its Annual Meeting to be held September 25, at 5:30 at the Grace United Methodist Church, Bradford, VT
Nunez presented to the Selectboard the current notices regarding potential water shutoffs
MINUTES REVIEW
MOTION: Cathy McGrath/Peter Berger moved/seconded the motion to accept the Minutes from the 9-9-19 Selectboard meeting as amended. The motion passed unanimously.
