Call to Order: 6:02 PM 
  • Peter Berger, Chair, called the meeting to order. A quorum was met.
  • Selectboard Members: Peter Berger, Chair; Cathy McGrath, Vice Chair; and Josh Hickman
  • Town Administrator: Tad Nunez
  • Board Clerk: Joanna Bligh

Visitors: L. Dennis Farmer, Clyde Blake, Lance Colby, David Ceppetelli and Paul Howard (Tata & Howard), and Bruce and Claire Barbieri

AGENDA MODIFICATIONS

Cathy McGrath added Smith Reed’s letter (Town Plan update) to Old Business

McGrath added a Strategic Planning discussion to New Business

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to approve the Agenda as amended. The motion passed unanimously.

NEW BUSINESS

Water Project Update Presentation (Tata & Howard)

Tad Nunez introduced the contractors from Tata & Howard to discuss the Town’s water projects.

David Ceppetelli stated that the Town will receive the final change orders for the water storage tank project.

The filtration project was approved by the Town’s Development Review Board, and Tata & Howard have submitted a permit-to-construct to the State of Vermont. The filtration project schedule has a bid opening scheduled for midOctober.

Ceppetelli stated that the schedule for implementation of the water meter project has been revised with a final completion date by March 2020.

STAFF AND PUBLIC COMMENTS

Town Administrator’s Report

Nunez presented the Town Administrator’s report highlighting his activities and meetings during the week beginning August 12, 2019:

Transfer Station

Nunez met with Hammond Grinding & Recycling regarding the removal of the brush debris pile at the Transfer Station.

Town Beach

Nunez reported that the beach front staff ended their season on Friday, August 16. The beach is still open without lifeguards.

Better Roads Grant

Nunez reported that the Hebbard Rd ditching project has been completed and the grant closed out.

Nunez submitted the State grant agreement for the Better Roads grant/FEMA culvert projects.

Town Road Contractor’s Projects

Nunez reported that Mike Wright will complete two culvert projects (Lake Morey East and Mill Pond Rd), as well as pothole filling work.

Water Tank Project

Nunez met with Tata & Howard and Manosh Inc., contractor, to review the punch list and close out the water tank project.

Towns’ Water Systems

Nunez reported that the State is requiring all public water systems to sample water for perfluoroalkyl (PFAS) by December 1, 2019.

Zoning Administrator’s Report
VCRD Workshop

Chris Brimmer represented the Town at a Vermont Council Rural Development Leadership Summit.

Town Plan/Planning Commission
At the Planning Commission’s most recent meeting, the last sections of the Town Plan were approved, a listening session for the Town map was scheduled, and a date of September 30 set for the Planning Commission’s Public Hearing.

Brimmer received edits of the Town Plan from Paige Greenfield, TRORC, and will send the document to Miranda Clemson to post.

2020 Historic Preservation Grant
Brimmer reported that he will investigate applying for this grant.

Water Filtration System Building
Brimmer reported that the DRB approved the permitting for the Town’s water filtration building (site plan and conditional use under flood hazard regulation) on August 13.

Lake Morey Residents’ Concerns with Recent Roadwork

The Selectboard agreed to address the concerns about compressed parking on Lake Morey Rd East.

Tuck School of Business at Dartmouth Consulting Teams

Cathy McGrath stated that the Tuck School is offering for a fee consulting teams who could address marketing and other business needs.  

Strategy Overview

McGrath provided a discussion of strategic project mapping, including identifying value propositions and customer profiles.

Better Connections Grant

The Selectboard reviewed the contract from DuBois & King (Randolph, Vt) and identified some revisions that are needed.

VLCT Annual Meeting, October 2

Nunez announced that the “Town Fair,” the annual meeting of Vermont League of Cities and Towns, will be held on Wednesday, October 2, 2019, at the Killington Grand Hotel, Killington, VT.

Town Survey

McGrath announced that the Town Survey is online and is available at the library, the Post Office, and the Town Hall in hard copy.

The board orders and correspondences were presented to the Selectboard for signatures. 

MINUTES REVIEW

MOTION: Cathy McGrath/Josh Hickman moved/seconded the motion to accept the Minutes from the 8-12-19 Selectboard meeting as amended. The motion passed unanimously.
