Call to Order: 6:00 PM. Peter Berger, Chair, called the meeting to order. A quorum was met.

AGENDA APPROVAL AND MODIFICATIONS:
MOTION: Cathy McGrath/Lance Mills moved/seconded the motion to accept the agenda as written. The motion passed unanimously.
FACILITY TOUR
Selectboard departed at 6:05 PM for facility tour of the Transfer Station and the Lake Morey Road Project.
Transfer Station
Present: Peter Berger, Chair; Cathy McGrath, Vice Chair; Lance Mills; Tad Nunez; Mike Wright; Sandra Marsh; Doug Tifft; and Kathy Hooke
Discussion
Discussed the potential layout for having the property used for separate public works department and transfer station with appropriate security fencing. The public works department would be located at the north end of the property with the transfer station encompassing the middle to southern end of property.
Consideration must be given to the existing landfill covering.
Creating a trail head and social common area would be ideal. The trail head would be located in the north section of the property.
Transfer station traffic flow to be user friendly to pedestrians. Public works traffic not to interfere with transfer station activities.
Consideration of a build-out will have to allow for the railroad and river setbacks.
Kathy H. shared that the Rivendell Trails Association is looking to collaborate with Fairlee (and other communities) on the development of community trails and grant opportunities. Kathy H. also indicated that she is the new Board Chair of the Rivendell School Board and looks forward to open communications with the school district towns. The Selectboard will discuss further trail collaboration at a future Selectboard meeting.
Lake Morey Road Project
Present: Peter Berger, Chair; Cathy McGrath, Vice Chair; Lance Mills; Tad Nunez; and Mike Wright.
Discussion
Mike W. explained the scope of the project.
Project to begin after Labor Day and be completed mid-October
STAFF AND PUBLIC COMMENTS
Zoning Administrator’s Report: No report received.
Town Administrator’s Report
Tad Nunez provided a report on the Town Administrator’s activities and meetings during the week beginning August 9, 2021:
Highlights of the report:
VT Dam Safety does not have specific regulations to installing boat barriers.
Town Hall staff working on developing appropriate cyber security protocols.
Working with VT Transportation to install new sidewalk.
Received the draft RT244 Safety Plan from VT Transportation.
The Lake Morey bridge over Glens Falls Brook to be repaired mid-October.
Two culvert replacements to be installed on Maurice Roberts Memorial Highway in August.

American Rescue Plan Act (ARPA)
Board confirmed that the ARPA topic should be discussed at the upcoming M2M event.
Main Street to Morey (M2M) Public Event, August 28, 2021, at 6:00 PM
McGrath to continue to reach out to the businesses and public to promote the event.

MINUTES REVIEW
MOTION: Cathy McGrath/Peter Berger moved/seconded the motion to approve the Minutes from 8-16-21 as amended. The motion passed unanimously.
