CALL TO ORDER
Chair, David Fracht, called the meeting to order at 7:01 PM. A quorum was met.

REVIEW AND APPROVAL OF MINUTES
MOTION: Tim Danen moved and Bill Dunnack seconded the motion to approve the Minutes from 11-27-18 as written. The motion passed unanimously.

 

PUBLIC CONCERNS AND COMMENTS

Zoning Administrator’s Report
Chris Brimmer reported that the Planning Commission is working on the Town Plan and is currently working on housing, economic development, and infrastructure. Brimmer stated that the first meeting of the Town’s Boards after the Town Meeting will be organization meetings to select officers and present the rules and ethics documents for signatures. The Development Review Board will meet on March 12 at 7:00 PM.    _______________________________________________________________________

WARNED PUBLIC HEARING

The Town of Fairlee Development Review Board will hold a public hearing on Tuesday, February 26, 2019, at 7:00 pm at the Fairlee Town Hall to consider the following:

(1) Warned Hearing on Application 19-SUB-01, minor subdivision plat approval for a one lot subdivision, parcel ID number 09-00-11, Susanne Pacilio property owner and applicant.
Persons wishing to appear and be heard may do so in person or be represented by an agent or attorney.

Written comments regarding the application may be submitted to the Zoning Administrator in advance or in person at the hearing. Participation in the hearing is required by State statute to appeal a decision in this matter to the Environmental Court 24 VSA Sections 4464(a)(1)(c) and 4471(a).

The applicants and representatives, Susanne Pacilio, Jason Thompson, and Tim Otterman, were sworn in.

Tom Otterman stated that the subdivision consists of two lots – one with a one-bedroom residence (2,500 ft2) and the other is an L-shaped lot with a 5-bedroom home (4,300 ft2), both of which currently conform with zoning ordinances. Otterman stated the easement location depends on roadways and the driveway, and there is a state permit to replace the septic system, but a reserve area is required for the state approval of the lot.

Brimmer asked what constituted the easements. Otterman responded that an additional scenario may be two separate lots with the road frontage split. Peter Lange asked if there were any concerns from abutters. Susanne Pacilio stated that using e-mail to communicate, there have been no complaints from neighbors.  

David Fracht asked if there were any additions.

MOTION: Tim Danen moved and Nancy Anderson seconded the motion to close the public hearing at 7:22 PM. The motion passed unanimously.

MOTION: Peter Lange moved and Nancy Anderson seconded the motion to go into Deliberative Session at 7:25 PM. The motion passed unanimously.

Fracht stated that Deliberative Session will be resumed on March 12 at 7:00 PM.

NEW BUSINESS

Brimmer reported that the Boards have discussed a hard target for housing in the Village Center of 30 units in 8 years and 50 units in 15 years, and that the Town will take an active role in attracting businesses in the Village. Brimmer noted that also discussed were waste water/septic fields, public/private partnerships for housing or economic development, and an industrial park built outside the village.  

MOTION: Tim Danen moved and Bill Dunnack seconded the motion to adjourn the meeting. The motion passed unanimously.
