CALL TO ORDER

David Fracht, Chair, called the meeting to order at 7:02 PM. A quorum was met.

PRESENT

  • Development Review Board members: David Fracht, Chair; Bill Dunnack; Tim Danen; and Peter Lange
  • Zoning Administrator: Chris Brimmer
  • Board Clerk: Joanna Bligh
  • Visitor: Donald Newton

 

REVIEW AND APPROVAL OF MINUTES

MOTION: Tim Danen moved and Bill Dunnack seconded the motion to approve the Minutes from 8-13-19 as written. The motion passed unanimously.

PUBLIC AND STAFF CONCERNS AND COMMENTS

Zoning Administrator’s Report

Chris Brimmer stated that he issued a zoning permit for a double-wide modular home.

The draft Town Plan is in the process of completion. It now is with the Selectboard for their revisions.

With the Town Plan in the final phases of completion, it is now time to revisit the Unified Development Bylaw (UDB) for revisions to match the draft Town Plan. The UDB original document is from August 2018.

On November 26, a Public Hearing has been warned relating to the boundary line adjustment application for Lisa and Charles Hinsley.

PUBLIC HEARING

Fracht swore in Donald Newton of 1473 US Rte 5 South, Fairlee, VT 05045.

Town of Fairlee Application #19-SUB-04.

Fracht announced the opening of the warned Public Hearing on Application #19-SUB-04, minor subdivision of 6.8-acre parcel into 3 lots, parcel ID#08-03-38, 1516 US Rte 5 South, Fairlee VT; Donald and Joyce Newton, owners.

Newton stated that the lot subdivisions are a clean up of the boundaries of 3 lots and that ACT 250 approval has been granted.

Brimmer stated that the VTrans Rte 5 access permitting has been approved, and all lots meet minimum lots sizes and road frontages. Lange asked about lot 3A. Newton stated that the original boundary was in wetlands, and the boundary has been changed to include the wetlands in the residential lot.

 Fracht asked if the Board members had any additional questions. Fracht stated that the Board will enter a Deliberative Session for discussion. Fracht closed the hearing.

DELIBERATIVE SESSION

MOTION: Peter Lange moved and Bill Dunnack seconded the motion to go into Deliberative Session at 7:12 PM. The motion passed unanimously.  

The Board came out of Deliberative Session at 7:16 PM.

MOTION: Tim Danen moved and Bill Dunnack seconded the motion to approve as presented the application #19-SUB-04, minor subdivision of 6.8-acre parcel into 3 lots, parcel ID#08-03-38, 1516 US Rte 5 South, Fairlee VT; Donald and Joyce Newton, owners. The motion passed unanimously.

OTHER DISCUSSION

Budget
Lange suggested reviewing the 2019 DRB budget. Fracht responded that Brimmer handles the budget planning as one department under Economic Development/Development Review Board.

Miscellaneous—Potholes
Lange addressed the many potholes in commercial driveways in the Village area. Fracht suggested that potholes may be mentioned in site plan reviews. Brimmer volunteered to call the Vermont League of Cities and Towns office to get a statement relating to potholes and if they are reviewable based on site plans.

Brimmer announced that the next warned DRB Public Meeting is on Tuesday, November 26.

MOTION: Tim Danen moved and Peter Lange seconded the motion to adjourn the meeting. The motion passed unanimously.
