CALL TO ORDER
David Fracht, Chair, called the meeting to order at 7:00 PM. A quorum was met.

PRESENT

Development Review Board members: David Fracht, Chair; Nancy Anderson, Vice Chair; Bill Dunnack; Tim Danen, and Peter Lange

Zoning Administrator: Chris Brimmer

Board Clerk: Joanna Bligh

Visitors: Jim Harris, Tom Otterman

 

REVIEW AND APPROVAL OF MINUTES
MOTION: Peter Lange moved and Bill Dunnack seconded the motion to approve the Minutes from 4-23-19 as amended. The motion passed unanimously.

 

PUBLIC CONCERNS AND COMMENTS

Zoning Administrator’s Report

Chris Brimmer stated that the economic development community planning event will be held Thursday, May 16, at the Town Hall auditorium.

In his position as Health Officer, Brimmer identified two septic issues in Town and has handed the information off to the State Department of Environmental Conservation.

PUBLIC HEARING

Harris Enterprises Building Addition

David Fracht announced the warned public hearing on Application 19-S-01, site plan amendment for a commercial building addition. Parcel ID number 08-03-05.12 at 374 Rt 5 South; Harris Enterprises, property owner.

Fracht swore in James A. Harris, owner and president of Harris Enterprises.

Fracht stated that this hearing is for the addition to a commercial property. Harris stated the addition is for squaring off the 31.6 ft x 18 ft building. Brimmer noted that everything else will stay the same. Fracht asked if the Board members had any questions. Fracht stated that the Board will enter a Deliberative Session for discussion. Brimmer noted that there is a 30-day appeal time frame. Fracht closed the hearing.

Herbert Gray Property Lot Line Adjustment

Fracht swore in Thomas Otterman, agent for Herbert Gray and Susanne Pacilio and Jason Thompson.  

Otterman stated that Herbert Gray wishes to grant to the Town of Fairlee a 100 ft strip on the north boundary of the Town Cemetery. A permit has been received from the State of Vermont, the pins are set, and the lines have been marked across the field. Fracht noted that neither Gray nor a representative from the Town is present. Brimmer provided the Board with the signed application forms and stated that there are no nonconformities. Fracht closed the hearing.

Pratt Subdivision

Brimmer stated that this is a boundary line application. Otterman presented plot maps with the roadway design. Fracht stated that the right-of-way/road maintenance agreement has to be written into the deed. Otterman stated he has State permitting for the creation of the 3-acre lot. Brimmer noted that these maps include the 2-acre lot that was never conveyed to the larger plot.

 Pacilio Mylar  

Otterman stated that he will leave the mylar with Brimmer, and Fracht noted that Brimmer needs to receive the deed language.

The Pacilio plats were signed by the Board members.

DELIBERATIVE SESSION

MOTION: Peter Lange moved and Bill Dunnack seconded the motion to go into Deliberative Session at 7:42 PM. The motion passed unanimously.  

The Board came out of Deliberative Session at 7:47 PM.

MOTION: Bill Dunnack moved and Nancy Anderson seconded the motion to approve as presented the commercial building addition for Harris Enterprises. The motion passed unanimously.

MOTION: Tim Danen moved and Bill Dunnack seconded the motion to approve 19-SUB-03 lot line adjustment as presented. The motion passed unanimously.

ANNOUNCEMENT
Fracht announced that the Vermont League of Cities and Towns will be holding the Spring Planning and Zoning Forum on Tuesday, June 18, at the Lake Morey Resort in Fairlee, with topics of interest to everyone. 

MOTION: Peter Lange moved and Tim Danen seconded the motion to adjourn the meeting. The motion passed unanimously.
