CALL TO ORDER
David Fracht, Chair, called the meeting to order at 7:02 PM. A quorum was met.

REVIEW AND APPROVAL OF MINUTES
MOTION: Peter Lange moved and Bill Dunnack seconded the motion to approve the Minutes from 5-14-19 as written. The motion passed unanimously.
PUBLIC CONCERNS AND COMMENTS
Zoning Administrator’s Report
Chris Brimmer stated that the revisions to the Town Plan are in the final stages. A joint meeting with the Selectboard and the Planning Commission to approve the Town Plan is in process.
Gray’s Electric is in the process of moving a shed that does not meet setback requirements.
PUBLIC HEARING
Town of Fairlee Application #19-S-02, 19-CU-02
David Fracht announced the warned public hearing on Application #19-S-02, 19-CU-02, site plan review and conditional use application per the flood hazard section of the Fairlee Unified Development Bylaw, parcel ID number 24-21-03, 804 Rte 5 North, Town of Fairlee, property owner.
Fracht swore in David Ceppetelli, project manager, Tata & Howard, representing the Town of Fairlee.
Ceppetelli stated that the project involves the construction of a water treatment facility to remove manganese, iron, and arsenic from the Town public water supply. The 26′ by 30′ building consists of a single room with two filters, piping, a generator, a propane tank, and a head wall. There are concrete footings, slab on grade, and 12-foot ICF (insulated concrete form) construction. The building consists of metal roofing and metal siding.
The chemicals used to treat the water were discussed, including the backwash process and the holding tank location. Fracht asked about how they engineered the building to meet the flood plain regulations. Brimmer noted that the area is above grade and not in the floodway or river course. Ceppetelli continued to state that the building will have an air conditioner, dehumidifier, exterior lighting, alarms for system failure, and an asphalt driveway/parking area.

Fracht stated that this hearing is for review of the construction of a water treatment facility, which will remove manganese, iron, and arsenic from the Town public water supply. Fracht asked if the Board members had any questions. Fracht stated that the Board will enter a Deliberative Session for discussion. Fracht closed the hearing.
DELIBERATIVE SESSION
MOTION: Bill Dunnack moved and Tim Danen seconded the motion to go into Deliberative Session at 7:32 PM. The motion passed unanimously.
The Board came out of Deliberative Session at 7:34 PM.
MOTION: Bill Dunnack moved and Nancy Anderson seconded the motion to approve as presented the water system improvements and associated building construction, 804 Rte 5 North, owned by the Town of Fairlee. The motion passed unanimously.
MOTION: Bill Dunnack moved and Tim Danen seconded the motion to adjourn the meeting. The motion passed unanimously.
